Key Measures of the Charter
– Higher Move-in Standards: Families can expect their new homes to be ready on time, clean, and functional.
– More Reliable Repairs: Urgent repairs will be completed within a set timeline, consistent with Awaab’s Law, and a new online portal will be available for service personnel to manage repairs.
– Renovation of Worst Homes: A new program will target the worst homes, with up to 1,000 refurbished as a down payment on the broader program of renewal.
– Named Housing Officer: Each service family will have a named housing officer to contact for specific housing-related queries.
– Simplified Complaints Process: A new, simpler complaints process will be introduced, shortening the process to two stages in line with industry best practice.

Defence Housing Strategy
The Charter is part of a wider Defence Housing Strategy, which will be published later this year. The strategy will set out further plans to improve the standard of service family homes across the country. An independent review team, chaired by Natalie Elphicke Ross OBE, has been appointed to help deliver a rapid Defence Housing Strategy.

The advisory team includes experts from the housing industry and former military personnel, who will help ensure the housing strategy maximizes benefits for families living in military homes, communities, and industry more widely. The team members include:

– Bill Yardley: Chair of McCarthy Stone Shared Ownership Limited and Non-Executive Director at the Defence Infrastructure Organisation.

Implementation and Accountability
The government aims to implement the Charter’s measures by the one-year anniversary of bringing 36,000 military homes back into public ownership. The new standards will be underpinned by published customer satisfaction measures and enhanced accountability, ensuring families can have confidence in the improvements being made.
