Tariffs increase consumer costs: A group of 12 U.S. states filed a lawsuit on Wednesday, April 23, challenging the Trump administration’s implementation of tariffs, asserting that the president lacks the authority to impose such measures without congressional consent.
“President Trump’s reckless tariff strategy is not just economically irresponsible — it’s unlawful,” Arizona Attorney General Kris Mayes stated.
Arizona is joined by other Democratic-led states including Minnesota, New York, and Oregon in the lawsuit. California had filed a similar legal action the previous week.
In his second term, President Donald Trump has disrupted long-standing free trade policies, triggering market instability with his “Liberation Day” announcements of new tariffs targeting various nations.
He has levied an additional 145 percent import duty on Chinese goods, prompting China to retaliate with 125 percent tariffs on U.S. products. On Wednesday, Trump told reporters he was working on a “fair deal with China.”

Trump also implemented 10 percent tariffs on other trading partners and has threatened to introduce further punitive duties.
The lawsuit argues that the 1977 law Trump cited does not authorize him to invoke emergency powers to impose tariffs, a function the Constitution assigns to Congress.
“By asserting the authority to unilaterally impose sweeping and fluctuating tariffs on any goods entering the U.S. under any self-declared emergency, the President has disrupted the constitutional balance and created economic turmoil,” the complaint states.
Trump has defended his protectionist policies as a means to revive U.S. manufacturing jobs.
“Regardless of what the White House says, tariffs are essentially a tax that Arizona consumers will bear,” Mayes added.
According to The New York Times, Trump’s approval rating has steadily declined during the initial three months of his second term, reaching a low of 44 percent this week.
