London peace talks ongoing: Ukraine and European Peace Deal Counterproposals
A set of proposals on how to end Russia’s war in Ukraine was presented to the US side on Wednesday by Ukrainian and European officials at talks in London. The document outlines a framework for a potential peace deal, covering various aspects of the conflict.
Ceasefire
The proposal calls for a full and unconditional ceasefire in the sky, on land, and at sea. Both sides would immediately enter into negotiations on technical implementation, with the participation of the US and European countries. This would be done in parallel to the preparation of the agenda and modalities for a full peace deal.
Ceasefire Monitoring
The ceasefire would be monitored by a team led by the US, supported by third countries. Additionally, Russia would be required to unconditionally return all deported and illegally displaced Ukrainian children. There would also be an exchange of all prisoners of war, based on the principle of “all for all,” and Russia would need to release all civilian prisoners.
Security Guarantees for Ukraine
Ukraine would receive robust security guarantees, including from the US, in the form of an Article 5-like agreement. However, there is no consensus among Allies on NATO membership for Ukraine. The proposal also states that there would be no restrictions on the Ukrainian Defense Forces.

Guarantor States
The guarantor states would be an ad hoc group of European countries and willing non-European countries. There would be no restrictions on the presence, weapons, and operations of friendly foreign forces on the territory of Ukraine.
European Integration
Ukraine would pursue accession to the EU, highlighting the country’s desire for closer integration with European institutions.
Territorial Issues
Territorial issues would be discussed and resolved after a full and unconditional ceasefire. The negotiations would start from the basis of the line of control. Ukraine would regain control of the Zaporizhzhia Nuclear Power Plant, with US involvement, and also the Kakhovka Dam. Additionally, Ukraine would enjoy unhindered passages on the Dnieper River and control of the Kinburn Spit.
Economic Cooperation
The US and Ukraine would implement economic cooperation and a minerals agreement. Ukraine would be fully reconstructed and compensated financially, including through Russian sovereign assets that would remain frozen until Russia compensates for the damage to Ukraine.
Sanctions on Russia
US sanctions imposed on Russia since 2014 may be subject to gradual easing after a sustainable peace is achieved, but would be subject to resumption in the event of a breach of the peace agreement. This would provide a framework for managing the economic aspects of the conflict and potential post-conflict reconstruction.
