This proposal, officially released on May 5, builds upon an earlier push by the department to streamline and encourage voluntary departures. It supports the use of the U.S. Customs and Border Protection’s mobile platform, the CBP One App, which allows migrants to signal their intent to depart the U.S. voluntarily. The app serves as a digital gateway to immigration-related services and helps facilitate the process of arranging a self-deportation.
According to DHS estimates, this voluntary departure initiative could significantly reduce federal spending. The current cost to the government for each forced removal—including the arrest, detention, and deportation process—averages around $17,121 per individual. In comparison, providing $1,000 and a plane ticket to someone who voluntarily agrees to leave is far more economical. The department emphasizes that this new approach is not only budget-friendly but also reduces the logistical strain on immigration enforcement agencies.
Kristi Noem, the Secretary of Homeland Security, issued a statement supporting the initiative. She said, “If you are here illegally, self-deportation is the best, safest, and most cost-effective way to leave the United States to avoid arrest.” Her statement underscores the department’s goal of reducing the burden on immigration infrastructure while giving migrants an incentive to cooperate.

The department has already seen early success with the initiative. Officials shared that one undocumented immigrant, who had entered the United States without proper authorization, has already used the program to secure a flight from Chicago to Honduras. DHS noted that several more flights have already been scheduled for other migrants who have chosen to participate in the coming weeks.
Overall, this initiative reflects a shift in strategy by DHS—prioritizing voluntary compliance with immigration laws over forceful enforcement, and offering practical, incentivized options for migrants to exit the country with dignity.
