Improving recycling process efficiency: Recyclability Assessment Methodology (RAM) Version 1.1 Released
The UK government has published an updated version of the Extended Producer Responsibility for Packaging (pEPR) Recyclability Assessment Methodology (RAM), referred to as v1.1. This updated version was created following feedback from industry on RAM v1, which was published on December 23, 2024.
Simplifications Informed by Industry Feedback
PackUK carried out a RAM simplification sprint in February 2025, gathering feedback from industry stakeholders and offering simplifications to reduce complexity and increase viability for producers to complete RAM assessments in 2025. The sprint was positively received by industry, with a broad range of stakeholders contributing comments and content suggestions for v1.1.
Development of RAM v1.1
The suggestions were cross-referenced against industry standards, and technical feedback was sought from industry material associations to ensure accuracy and consistency. On April 8, 2025, PackUK sent a final technical draft of RAM v1.1 to packaging producers, providing stakeholders with lead time to apply the guidance in 2025.
Purpose and Application of RAM
The RAM methodology enables large packaging producers to assess the recyclability of their household packaging and produce a red/amber/green output, informing the level of fee modulation payable for that material from year 2 of pEPR. Producers are required to apply the methodology for household packaging placed on the market from January 1, 2025, with the first reporting deadline being October 1, 2025.

Who Needs to Report
Only large producers (also known as “large organisations”) must report their recyclability assessment data if they are responsible for household packaging.
Upcoming Stakeholder Forum
The Circular Economy stakeholder forum will deliver a presentation on RAM v1.1 in May, providing an opportunity for stakeholders to ask in-depth questions and relay feedback.
