Federal court prevents President Trump: A U.S. trade court has struck down most of President Donald Trump’s tariffs in a landmark ruling, determining that he exceeded his authority by imposing broad duties on imports from American trading partners.

 

The Court of International Trade ruled that the U.S. Constitution grants Congress sole authority over foreign commerce, which cannot be overridden by the president’s emergency powers aimed at protecting the U.S. economy.

 

“The court does not evaluate the prudence or effectiveness of the President’s use of tariffs as a bargaining tool,” stated the three-judge panel while issuing a permanent injunction against the blanket tariff orders Trump had enacted since January. “That use is not prohibited because it is unwise or ineffective, but because \[federal law] does not permit it.”

 

Financial markets responded positively to the ruling. The U.S. dollar gained sharply, especially against the euro, yen, and Swiss franc. Wall Street futures climbed, and Asian stock markets also experienced gains.

 

The court instructed the Trump administration to issue new orders reflecting the permanent injunction within 10 days. The administration quickly filed a notice of appeal, challenging the court’s authority.

 

The ruling immediately nullified all Trump’s tariff orders since January that were based on the International Emergency Economic Powers Act (IEEPA), a statute intended for addressing “unusual and extraordinary” national emergency threats.

 

The court did not consider industry-specific tariffs imposed by Trump on automobiles, steel, and aluminum under a separate legal provision.

Rulings from the New York-based Court of International Trade, which handles disputes over international trade and customs law, can be appealed to the U.S. Court of Appeals for the Federal Circuit in Washington, D.C., and eventually to the U.S. Supreme Court.

 

Tariffs on imports have been a cornerstone of Trump’s trade policies, which have significantly disrupted global trade patterns and unsettled financial markets.
